UGC PwD Rules 2026: Universities Get September 30 Data Deadline

Students with disabilities accessing an inclusive university campus in India

UGC PwD Rules 2026 require higher education institutions to strengthen disability inclusion and submit data on students, staff, scholarships and fellowships by September 30. The University Grants Commission has directed universities and higher education institutions to comply with the Rights of Persons with Disabilities Act, 2016. Institutions have been asked to ensure reservation provisions, barrier-free campuses and effective Equal Opportunity Cells. Universities must also submit information covering students with disabilities admitted during 2024–26, teaching and non-teaching staff recruited during the period, and fellowships and scholarships provided to students with disabilities. The information must be submitted through the UGC Universities Activity Monitoring Portal. The initiative places greater emphasis on accessibility, institutional accountability and participation of persons with disabilities in higher education. Universities and affiliated colleges should review their records and accessibility measures before the September 30 deadline.
